In defence of the council, that might be to save paying overtime or weekend rates for the works staff.

Viagra is Saving the Planet’s Endangered Species!
Apparently, in a market previously dominated by illegally-and-unethically-gotten deep-fried tiger-penises (and other such endangered-species related lore), Viagra is fast becoming the remedy of choice to cure erectile disfunction in Southern Asia.
